
APV partnered with the Centers for Medicare & Medicaid Services (CMS) Center for Program Integrity (CPI) to modernize the Adverse Legal Actions (ALA) program through the development of the Adverse Legal Action Case Management System (ACMS). Prior to modernization, the program relied on a manual, Excel-based process that made it difficult to consistently track cases, coordinate reviews, maintain visibility, and manage investigations efficiently across the case lifecycle.
To address these challenges, APV designed, developed, and deployed ACMS in just 80 days using Agile and DevSecOps methodologies. Hosted in FedRAMP-certified AWS GovCloud, ACMS transformed a fragmented process into a centralized, cloud-based system of record that supports case intake, workflow automation, document management, approvals, reporting, analytics, and collaboration. The platform integrates with key CMS enterprise systems and leverages AI-enabled document processing and automation to reduce manual effort, accelerate reviews, improve transparency, and strengthen decision-making.
Today, ACMS serves as a modern digital case management environment that enables CMS to investigate and resolve provider-related concerns more efficiently, consistently, and securely. By replacing manual processes with automation, analytics, and integrated workflows, CMS has improved operational performance, reduced administrative burden, increased visibility across the case lifecycle, and strengthened its ability to protect the integrity of federally funded healthcare programs.
