
HRSA’s Division of Injury Compensation Programs (DICP) needed to modernize its Injury Compensation System (ICS) to better support the processing of complex claims for the Countermeasures Injury Compensation Program (CICP) and the Vaccine Injury Compensation Program (VICP). The legacy environment required more streamlined workflows, more secure data exchanges, and better interactions among contractors, partners, and beneficiaries.
APV led the modernization effort by rebuilding ICS as a Salesforce-based platform supported by AWS cloud hosting and human-centered design. The team created ICS 2.0 with three integrated components: the CICP Submit Portal, the VICP Submit Portal, and the Main HRSA ICS Internal System. APV also built a secure public website for claim submissions, integrated it with Salesforce, and supported 38 functional and process areas across both programs.
The result was a secure, centralized case management platform that improved claim submissions, payment workflows, reporting, and collaboration. APV migrated more than 4 TB of legacy data from ICS 1.0, including 15 years of records, 49 database objects, and nearly 7,000 fields. Following the successful launch of ICS 2.0, HRSA awarded APV the follow-on operations and maintenance contract to maintain and continue enhancing the system.
